THE causes for disabilities such as genetics, diseases and injuries will be effectively controlled and rehabilitation services will be further improved in the city, according to an action plan for prevention of disabilities (2022-2025) released by Shenzhen Disabled Persons’ Federation.

By 2025, the popularity of knowledge on disability prevention among key groups will exceed 85% and the screening rate for genetic metabolic diseases among newborns will exceed 98%. The rate of using assistive devices by people with disabilities and coverage rate of barrier-free facilities in public buildings will both reach 100%, as per the action plan.

By 2025, the city will further improve its three-tier disability prevention system and take the lead in disability prevention among Chinese cities.

To achieve the goal, the city will implement “5+1” action plan to popularize disability prevention, control disability and deformity among newborns, prevent disability caused by diseases and injuries, promote rehabilitation and innovate technologies and institutions in disability prevention.

In terms of deformity prevention, the city will promote a one-stop service covering marriage registration, premarital health check, disease screening, diagnosis, treatment and rehabilitation.

The city will also develop new generation internet technologies in psychological consulting, develop internet+ service mode in disability prevention caused by diseases.

The city will perfect medical service for rehabilitation and establish a two-way transfer and treatment system between medical and rehabilitation institutions, and extend rehabilitation services to communities and families through family doctor service, according to the plan.
