SHENZHEN’S green finance regulations officially came into force March 1, 2021. It was the first set of green finance regulations in China and the first comprehensive legislation to regulate green finance in the world. On Jan. 14, 2022, Shenzhen issued its 14th Five-Year Plan for the high-quality development of the financial industry, outlining strategic priorities and corresponding measures for the industry’s development during the 14th Five-Year Plan period (2021-2025). On April 7, 2022, Shenzhen unveiled a package of measures on supporting the development of financial enterprises and fintech, and advancing the sustainable and high-quality development of venture capital (VC) investing, in a bid to promote the high-quality development of the financial industry. The measures would remain valid for five years. Shenzhen released a draft special plan for fintech development (2022-2025) to solicit public opinions Sept. 15, 2022.
