SZ aims to become modern, innovation-based city

SHENZHEN will build a modernized and innovation-based city by 2025, achieving its goal of socialist modernization, according to the 2022 Revised Edition of Shenzhen Sustainable Development Plan (2017-2030) and the Shenzhen Plan for Building Innovation Demonstration Area of State Sustainable Development Agenda (2022-2025), which were released recently.


As per the documents, by 2030, the city will become a city of global innovation whose development sustainability will be in the same level as first-class global cities.


The plan has set five main goals in the next three years for building an innovation demonstration zone for sustainable development.


The city aims to be a more globally influential innovative city by 2025, and it will accelerate high-level self-reliance in science and technology, promote building the Greater Bay Area International Science and Technology Innovation Center and the Comprehensive National Science Center, and collaborate on the construction of the innovation demonstration area of the State Sustainable Development Agenda.


The city’s spending on basic science research will account for 6% of the total R&D expenses, and R&D spending will account for 5.5% to 6% of the city’s GDP.


Shenzhen aims to be a livable low-carbon city which sets an example in carbon peaking and carbon neutrality. The average PM2.5 concentration per year will be no higher than 18 micrograms per cubic meter, days with good air quality will be kept at 97.5% and above, and the recycling of household waste will reach 50%.


The city will speed up its digital transformation, build a smart city with more tech contents and realize a coordinated high-quality development in digital government, economy, society and ecology. It will aim to be a benchmark for new-type smart cities globally.


The city will strengthen its public services at grassroots level and ensure the bottom line for residents’ well-being. The number of certified doctors and the number of general practitioners will reach three for every 1,000 residents and five for every 10,000 residents, respectively. The floor space of public cultural facilities will reach 3.76 million square meters, and the number of newly added school seats for primary and junior high schools will reach 673,000 and 110,000 for senior high schools.


The city will be more inclusive, and the number of registered volunteers will be 1,600 for every 10,000 residents.  (Han Ximin)
