“We will strive to stimulate the vitality of cross-border scientific and technological innovation institutions, align with Hong Kong and international innovation rules, and implement internationally advanced scientific research management mechanisms. We will also explore the implementation of a ‘white list’ registration and management system for research institutions and companies,” he said.

The Shenzhen park of the Hetao zone will reach out to the international scientific and technological innovation network, pool top scientific and technological resources from Hong Kong and around the world, and promote international technology cooperation. It will also strive to foster new driving forces for the development of emerging industries, aiming to become an ideal base for technological experiment and industrialization for the most advanced and cutting-edge technologies, he said.

He also vowed to accelerate construction of infrastructure in the park, including renovation of the Huanggang Checkpoint.

Chan Kwok-ki, secretary for administration of the Hong Kong Special Administrative Region (SAR), stated at the press conference that the Hong Kong SAR Government will continue to actively cooperate with Shenzhen to promote the advantages of the Hetao zone under the principle of “One Country, Two Systems” and “One Zone, Two Parks.” This includes seeking to implement exclusive cross-border policies to ensure the smooth flow of people, goods, and data, establishing a stronghold for in-depth cooperation in technology and innovation, and leveraging Hong Kong’s unique advantages as a bridge between the mainland and the world.

Last month, the State Council released a plan for the Shenzhen park of the Hetao zone, aiming to promote the high-quality innovation and technological development of the GBA and enable the Hetao zone to become a world-class innovation platform and an engine to drive innovation and technology development in the neighboring cities.

The series of measures outlined in the plan for the Shenzhen park included how to synergize with Hong Kong in promoting international technology and innovation, inject new impetus into the collaboration between Hong Kong and Shenzhen, and propel it to new heights. (Mu Zi)
