THE Yantian Notary Office recently assisted a Chinese citizen who is currently residing in the U.S. to complete notarization via video, Shenzhen Evening News reported. This is the first overseas video notarization conducted by the Consulate General of the People’s Republic of China in San Francisco, according to the report. The citizen, surnamed Jin, sought to combine a land use certificate with a housing ownership certificate in order to obtain a real estate registration certificate in Shenzhen. Unfortunately, Jin was unable to attend to this procedure in person in Shenzhen. Consequently, she turned to the Yantian Notary Office to notarize her power of attorney. On Aug. 10, under the witness of Chinese consular officials in San Francisco, two notaries from the Yantian Notary Office conducted identity verification for Jin via video conferencing. They also handled all notarization-related matters while ensuring that Jin was fully informed about her rights and responsibilities related to the notarization application. After a meticulous examination of the signed documents and the completion of all necessary formalities, Jin successfully concluded the notarization process for her power of attorney. The overseas video notarization is an innovative approach jointly endorsed by the Ministry of Foreign Affairs and the Ministry of Justice, aiming to substantially reduce the expenses associated with Chinese citizens returning to their home country for notarization purposes and to provide more accessible legal services to Chinese citizens residing abroad.
