A FORMER official from the Shenzhen Municipal Transport Bureau has been expelled from the Party and had all his illicit gains confiscated, according to a release by the Discipline Inspection Commission of the Shenzhen Municipal Committee of the CPC on its official website yesterday.

Zhong Gengci, former director of the bureau’s cargo transportation administration, retired from his post in 2007. As per the release, his retirement pension will be downgraded to the level equivalent to that of a government clerk, which is the lowest rank within the public servant system.

The commission initiated an investigation into Zhong’s conduct in March this year, following comments made on the social media platform Weibo by a netizen known as Beiji Nianyu (Arctic Catfish).

Posting from an IP address in Australia, Beiji Nianyu, who was later confirmed to be Zhong’s granddaughter, made comments on Weibo that attracted significant attention. In her posts, she not only flaunted her family’s immense wealth but also allegedly insulted others. She claimed that her family had nine-digit deposits and boasted about her ability to travel to any country at will.

The online exposure prompted an official investigation into Zhong’s conduct. The findings revealed a range of serious transgressions.

Zhong, born in 1947, was found to have been disloyal and dishonest to the Party, even allegedly colluding to obstruct a disciplinary investigation. He was also accused of amassing wealth illegally, engaging in profit-making activities in violation of the law, and taking on part-time jobs without proper authorization. Furthermore, he abused his authority to benefit others and accepted bribes.

There were also allegations that Zhong was involved in the illegal operation of a company. However, the investigation determined that the chairman of the company in question, Kamfield Fareast (Yangshan) Co. Ltd., was a Taiwan businessman with the same name as Zhong, but they were different individuals, according to the release.

In a separate development, Li Fumin, former director of the Shenzhen rail transportation construction commanding office, was expelled from the Party, dismissed from office, and disqualified as a delegate to the seventh CPC Shenzhen Municipal Congress.

Investigations revealed that Li had attended banquets and golf outings arranged by private entrepreneurs, borrowed vehicles from entities under his jurisdiction, and accepted extravagant gifts.

Additionally, Li was accused of engaging in profit-seeking activities in violation of the law and participating in illegal construction projects. He allegedly borrowed money and housing from entities under his jurisdiction and abused his authority to seek financial gains for others, particularly in terms of contracting projects, adjusting planning, and advancing various initiatives.

Li’s case has been forwarded to the city’s procuratorate for further criminal investigation and prosecution.
