A GARDEN-LIKE space with shady trees and fish swimming in the water comes into view when you enter the sewage treatment center of a petrochemical industry base in Changxing Island Economic and Technological Development Zone, in the northeastern Chinese city of Dalian.

Dalian Changxing Island Economic and Technological Development Zone, a State-level economic and technological development zone as well as one of the seven petrochemical industry bases in China, is striving to accelerate its development by embracing the new paradigm of green development.

Recently, mainstream media outlets in the Guangdong-Hong Kong-Macao Greater Bay Area were invited to visit Changxing Island to learn about its efforts and achievements made in high-quality development.

Located at the Liaodong Peninsula and in the northwest of Dalian, Dalian Changxing Island Economic and Technological Development Zone is composed of five islands with a planned area of 598 square kilometers.

When speaking of Changxing Island’s leading industries, Hengli Group, a Fortune Global 500 company, must be included with its entire industrial layout and contributions that are helping to fuel Northeast China’s revitalization.

In 2010, the group invested a total of 240 billion yuan (US$32.8 billion) to build the Hengli (Dalian Changxing Island) Industrial Park, which focuses on petrochemicals, refining and chemical technologies.

In February 2022, Hengli started the construction of its new polyester science and technology industrial park in Changxing Island, with a total investment of 50 billion yuan.

This park aims to establish major industrial chains covering degradable materials, functional polyester materials, high-performance resin materials, high-end fiber materials and new energy materials, the company said.

The Phase I project with an investment of 30 billion yuan includes production lines with an annual output of 2.6 million tons of functional polyester and 1.6 million tons of high-performance resin, as well as supporting facilities such as a wharf.

The media delegation also visited Changxing Island Fine Chemical Industrial Park. The Liaoning Fine Chemical Industrial Generic Technology Innovation Center is among the enterprises based in the park.

The innovation center has produced over 30 pilot experiment results and incubated 11 fine chemical and new material enterprises, according to the center.
