TO improve spatial planning nationwide, the Ministry of Natural Resources released a revised “Code of Practice for City Examination and Evaluation in Spatial Planning” on Friday.
The new code introduces more accessible and quantifiable indicators aimed at enhancing the well-being of residents, thereby addressing the increasing complexity of megacities and driving sustainable development.
By integrating livability, disaster resilience, and smart technology into the early stages of urban planning, cities will be able to enhance their responsiveness and improve the quality of life for local residents.
Shenzhen’s experience is one example of how this evolving system is already improving urban life.
“As cities expand rapidly and populations grow exponentially, comprehensive solutions are needed to address spatial demands for health care, education, transportation, and recreational facilities,” said Cao Yanfang, deputy director of the Master Planning Division at the Shenzhen Municipal Urban Planning and Natural Resources Bureau.
At the bureau, Cao demonstrated how the city examination and evaluation mechanism helps identify hidden urban risks, issue early warnings, and allow for dynamic adjustments in planning.
“During peak periods, Shenzhen sees 200,000 newborns, creating a clear demand for school placements,” she noted. “Through city examination and evaluation, we can quickly track population changes, pinpoint areas and periods with school shortages, and adjust class sizes to swiftly address the gap.”
One notable result of this system was the quick construction of Shenzhen Middle School Guangming Science City School, which was built in 18 months.
“We saw this school rise up in a very short period of time. What a joy to have a decent school just 10 minutes away,” said parent Chen Siming.
Under the new code, the “15-minute living circle” is now a mandatory assessment criterion for all cities, with specific indicators for key amenities like schools, health care, and supermarkets within a 5- or 15-minute walk.
