Nine mainland cities in the Guangdong‑Hong Kong‑Macao Greater Bay Area, including Shenzhen, will launch a two‑year pilot program to comprehensively reform the market‑based allocation of production factors — notably land, labor, and capital — the State Council announced Thursday.
