Bao’an secures 4th place in China’s top 100 districts list

Shenzhen is composed of nine administrative districts, one new area, and the Shenshan Special Cooperation Zone in Shanwei. While all 11 areas share Shenzhen’s defining spirit of innovation, each has its own unique characteristics. This page is devoted to the latest developments in Bao’an, a rapidly rising district in northwestern Shenzhen. Situated at the geographical center of the Guangdong-Hong Kong-Macao Greater Bay Area, Bao’an positions itself as a dynamic and competitive district at the forefront of the city’s development.


BAO’AN District has ranked fourth among China’s Top 100 Districts for the third consecutive year, according to a report released by consultancy firm CCID Consulting, a subsidiary of the China Center for Information Industry Development.

This year’s evaluation was based on “dual threshold” criteria, requiring a GDP of over 80 billion yuan (US$11.13 billion) and annual general public budget revenue of over 2 billion yuan.

As a major industrial district in Shenzhen, Bao’an recorded a GDP exceeding 530 billion yuan in 2024, while the value-added output of industrial enterprises with annual operating revenue of at least 20 million yuan grew by 8%.

Known for its robust manufacturing base and technological innovation, Bao’an District is home to 57,000 manufacturing enterprises and 7,397 national high-tech enterprises.

The district has been focusing on strategic emerging industries, including ultra-HD displays, semiconductors, AI, high-end equipment, the marine economy, new energy vehicles, the low-altitude economy, and communications.

From 2019 to 2024, the added value of Bao’an’s strategic emerging industries surged from 118.13 billion yuan to 240.54 billion yuan, an increase of 103.6%.(Wang Jingli)
