Operators of lighting installations may face fines ranging from 5,000 to 50,000 yuan (US$742-7,420) for light pollution that disrupts others’ normal lives, according to China’s landmark Ecological and Environmental Code, which took effect Friday. As the country’s second formal statutory code after the Civil Code, the new code covers pollution control, ecological protection, and green and low-carbon development, and regulates light pollution for the first time. It requires operators of large lighting facilities to prevent excessive or improperly directed light. Operators of advertising screens, billboards, streetlights, stadium lighting and construction-site lighting must also take effective measures to curb excessive illumination |
