China is considering raising the speed limit for e-bikes in nonmotorized lanes from 15 kph to 20 kph, under a draft amendment to the Road Traffic Safety Law submitted to the national legislature for its first reading Tuesday. The amendment also bans riders from going against traffic, running red lights, speeding, using handheld phones or watching videos while riding. Both riders and passengers would be required to wear helmets. Under the draft, traffic violations by autonomous vehicles with self-driving mode engaged are attributed to the manufacturer or importer.
