GD issues measures to help industry and services

THE Guangdong government issued a series of measures to boost the development of industrial and service enterprises, according to two statements posted on the government’s official website.

The province provides preferential policies in terms of tax reduction, subsidies and investment to help service enterprises affected by the COVID epidemic overcome difficulties, a statement on the provincial government website said Saturday.

The government will encourage local governments in the province to provide subsidies for the service industry in epidemic prevention costs.

The government will guide financial institutions to increase credit investment and appropriately increase the loan amounts for key cultural and tourism entities that have good development prospects. The advance payment of value-added tax by rail and air transportation enterprises shall be suspended for one year, the statement said.

The government will establish an accurate COVID monitoring mechanism, continue testing for key people in key industries such as ports, airports and cold chain transportation, and carry out sampling nucleic acid tests for specific service enterprises such as those in the delivery and catering businesses.

In another statement posted on the provincial government website Friday, measures were rolled out for the healthy development of industrial enterprises, involving tax reduction, supply, investment and consumption.

Taxes and surcharges will be reduced for qualified small and medium-sized enterprises, the statement said.

State-owned lessors will reduce the rent for mall and micro manufacturing enterprises and individual businesses if their places are listed as risk areas during the epidemic.

The government will guide financial institutions to provide support for industrial enterprises especially in manufacturing.

Financial institutions will be required to support the construction of major carbon emission reduction projects.

The government will increase financial support for traditional foreign trade enterprises, cross-border e-commerce and logistics enterprises to build and use overseas warehouses.

It will monitor the supply, demand and price changes in the bulk raw material market, implement measures to ensure the supply and price stability of important raw materials and primary products such as iron ore and chemical fertilizer, further strengthen the supervision of the bulk commodity futures and curb excessive speculation.

Guangdong will fully implement the foreign investment law, protect the rights and interests of foreign investment, improve the complaint mechanism, and ensure that foreign-funded and domestic enterprises are equally benefiting from support policies issued by governments at all levels.

The province will accelerate the construction of new major infrastructure projects, guide telecom operators in accelerating 5G construction and strive to promote the construction of over 30,000 5G base stations in 2022.

The provincial government will attract more national R&D platforms to settle in Guangdong, accelerate the construction of a number of key laboratories, innovation centers, research centers, design centers and other innovation platforms.

Cities within Guangdong are encouraged to carry out consumption promotion activities by issuing consumption vouchers and other forms to promote industrial products.
