QINGDAO was second in a civil index for 117 cities across the country.

    The survey was conducted by the National Bureau of Statistics by evaluating the public environment, public order, interpersonal relationships, and public welfare activities of these cities.

    The survey also assessed the environment for juvenile ideological and moral education with Qingdao placed sixth.

    Aspects involved in the survey of juvenile ideological and moral education were educational involvement of schools, family and society, cultural products, cultural services, special education and juvenile civility.

    The top 10 civil cities were Xiamen, Qingdao, Chengdu, Guangzhou, Changsha, Shenzhen, Jinan, Zhengzhou, Ningbo and Dalian.

    The top 10 cities with good juvenile ideological and moral education were Chengdu, Guangzhou, Changsha, Shenzhen, Xiamen, Qingdao, Dalian, Nanjing, Zhengzhou and Ningbo. (Tina Chen)
