THE Qingdao Development Zone is the first in the country to pilot a creativity program aimed at improving system efficiency.

    Yet to apply for Ministry of Commerce approval, the zone has already started a series of reforms and exploration on creativity and financing system.

    The zone has already started several pioneering works, including setting up checkpoints and banks in the area and simplifying importing and approval procedures for imports and exports.
