    报道中的low-budget就是“低成本”。Budget作名词是“预算”，作形容词是“廉价的”，作动词是“按预算供给”或者“制定预算”。例如：

    The Germany-based automaker is planning to produce a low-budget car for emerging markets.

    这家德国汽车制造商打算生产一款低成本轿车供应新兴市场。
