Qianhai to test youth biz incubator in September

SHENZHEN’S Qianhai economic zone will put a youth entrepreneurship incubator into trial use in September when about 30 entrepreneur teams composed of young people from Hong Kong and Shenzhen start their businesses there.

The Qianhai Youth Entrepreneur Hub will have its official opening before the end of the year, with an ultimate goal of creating more than 100,000 middle to high-end positions for young Hong Kongers by 2020, Zhang Bei, director of the Authority of Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone of Shenzhen, told reporters late Thursday.

“Hong Kong boasts a high youth employment rate, but most of the employed are in the catering and retail sectors,” said Zhang. “Qianhai aims to provide them with more career opportunities.”

An 18-member advisory committee was set up Thursday, and Hong Kong celebrity Kenneth Fok, a grandson of late billionaire Henry Fok and president of the Hong Kong United Youth Association, is on the board.

“A large percentage of Hong Kong youngsters have heard about Qianhai, but few of them know what Qianhai means to them,” said Fok. “I hope to bring more of them across the border to see Qianhai with their own eyes.”

Qianhai hopes to attract 100,000 Hong Kong permanent residents to work in the zone and 10,000 Hong Kong companies to register there by 2020, Zhang said previously.

The 15-square-kilometer zone won Central Government support in 2010 as a pilot zone for developing modern service industries through cooperation with Hong Kong, but its appeal to Hong Kong companies has not been significant to date.

Qianhai may give tax incentives to Hong Kong firms expanding businesses to Qianhai, Hong Weimin, an official in charge of Hong Kong liaison work with the Qianhai authority, said Thursday.

More than 370 Hong Kong-invested firms have been set up in Qianhai, mostly in the financial services, logistics and commerce sectors, official data showed. The number of Hong Kong-invested firms in Qianhai is expected to reach 1,000 by the end of the year, Hong said.
