SHENZHEN transport commission is considering adopting a tiered fare system to charge parking adjustment fees per instance rather than according to the lengths of parking as proposed at an earlier hearing.
According to two revised plans, which will be submitted for review at a second hearing scheduled for Oct. 23, the rates of adjustment fees will be decided by time periods and locations.
The city will categorize parking places into three levels based on severity of congestion, convenience of public transport and intensity of land development.
According to Plan A, vehicles that enter A areas — CBDs in Luohu, Futian, Nanshan and Qianhai — will be charged a maximum of 40 yuan (US$6.4) per entrance.
Those that park in B areas, such as Yantian, non-A areas in Luohu, Futian and Nanshan, and CBDs in Bao’an and Longgang districts, and Longhua, Guangming, Pingshan and Dapeng new areas, will be charged a maximum of 20 yuan each time. The fee for other areas will be 10 yuan each time.
The fares will be lowered by 25 percent if the driver only enters or leaves during the rush hour periods between 7:30 a.m. and 9:30 a.m. or 5:30 p.m. and 7:30 p.m.
During the off-peak periods — 7 to 7:30 a.m., 9:30 a.m. to 5:30 p.m., and 7:30 to 9 p.m. — the fares will be lowered by 50 percent. From 9 p.m. to 7 a.m., there will be no adjustment fees.
According to Plan B, which sets standards of 60 yuan, 30 yuan and 15 yuan per time in different areas, drivers only have to pay half the fare if they enter or leave the parking lots during rush hour periods.
If they enter and leave the parking lots during off-peak periods, the fare will be 25 percent of the normal. If they enter and leave parking lots between 9 p.m. and 7 a.m., there will be no adjustment fees. (Continued on P3)
The parking fees at Meisha beaches and tourism attractions on the Dapeng Peninsula will be charged full fare during tourism season between May and October.
The hearing will invite 19 representatives, including 8 public representatives, two lawmakers, two political advisers, three representatives from industry associations and four parking lot operators and managers.
