Meaning:

“太平” means “peace,” and “官” means “official.” Literally translated as “peaceful official,” this term is kind of an euphemism for officials who evade responsibilities, loaf time away and contribute nothing substantial in their positions. While Chinese authorities are waging a war against corrupt officials, another type of official, those who are not corrupt but do few things in their positions, also have caught the attention of the public.

Example:

A: 你最近怎么样？

Nǐ zuìjìn zěnmeyàng?

How are you doing?

B: 日子不好过啊。以前送点钱送点礼办事就方便点，现在遇上一些太平官，也不贪什么，就是什么事能拖就拖。

Rìzi bù hǎoguò a。Yǐqián sòngdiǎnqián sòngdiǎnlǐ bànshì jìu fāngbiàn diǎn, xiànzài yùshàng yīxiē tàipíngguān, yě bù tān shénme, jìushì shénmeshì néng tuō jìu tuō。

Not so good. I used to get things done by giving gifts and money to officials, but nowadays, there are some guys who don’t want things from you but don’t do anything either. They just keep procrastinating.

A: 听说很多地方也在查处太平官呢。

Tīngshuō hěnduō dìfāng yě zài cháchǔ tàipíngguān ne。

I hear that such “peaceful officials” are also under scrutiny in many places.
