    JAYWALKERS who refuse to pay fines, or are fined twice and fail to cooperate with police will be added to a system Shenzhen uses to rate citizens.

    That potentially means difficulty in renting a car, renting an apartment, applying for a visa and even finding a job.

    They will also have difficulty getting a driver’s license, driving tests and car plate quotas.

    Also, drivers who are involved in hit-and-run accidents, DUI driving, car racing and multiple violations will face heavy cost for their violations in the future.

    The Shenzhen traffic police are cooperating with a third-party rating agency, Sesame Credit Management Group, which is operated by Ant Financial Services and provides credit ratings of consumers.

    Police are considering including residence card applications in the rating system, which would give traffic violators difficulty accessing education services and social insurance.

    In the past month, police launched an action against jaywalkers.

    By Aug. 27, 25,122 jaywalkers and non-motor vehicle drivers were punished. Among them, 350 jaywalkers were fined twice for violations with 3,052 jaywalkers not paying their fines.
