SHEKOU TOPS SAFETY RATING

    THE Zhaoshang Subdistrict in Shekou, the largest expat community in Shenzhen, is among the top ranked for safety in Shenzhen, according to a safety index released by the Shenzhen Municipal Public Security Bureau yesterday.

    The index, which covered 59 subdistricts in 10 districts and new areas, looked at public order, traffic safety and firefighting safety.

    The three categories are further divided into indexes like crimes and violations, accidents and traffic, and deaths and injuries.

    The Zhaoshang Subdistrict earned 94 points out of 100. The score was calculated by weighing eight indexes. Dapeng and Nan’ao subdistricts in Dapeng New Area, Haishan Subdistrict in Yantian and Dongxiao Subdistrict in Luohu earned 95 points, but the subdistricts have a significantly lower population than Zhaoshang.

    Three subdistricts in Bao’an District — Xixiang, Fuyong and Shajing — stood at the bottom of the public safety ranking with 74, 76 and 76 points, respectively.

    Police update the index every Tuesday and release it through the Shenzhen Special Zone Daily, through WeChat and through Weibo.

    On Jan. 31, 1979, the Shekou Industrial Zone was established by China Merchants of Hong Kong, earlier than the formation of the Shenzhen Special Economic Zone.

    Since the 1980s, after foreign oil companies, such as Agip, Chevron, Texaco, Statoil and Shell, obtained concessions for oil exploration in the South China Sea, Shekou started serving as a base for a small contingent of foreign oil platform workers, since qualified personnel were not available locally.

    Because of an early foreign presence in the area, many facilities catering to Western tastes were established. Western-style schools were set up for expatriate children and foreigners opened businesses.

    Today, Shekou is known for its expatriate community, Western restaurants and bars.

    According to official data in 2013, more than 400,000 foreigners were living permanently or temporarily in Shenzhen and about a third of them lived in Shekou.
